Use -newbigpicture instead, that keeps the normal Big Picture launch behavior (launching Steam goes into Desktop mode by default which you can then switch to Big Picture), -gamepadui launches directly into Big Picture on launch instead. The steam cloud files cannot be deleted according to the software engineering team. It will restart Big Picture and then you can just minimize Big Picture to do what you wanted to do on that 2nd screen. And it works.
